What steps would let us observe this issue?
1. Use any text input with Google keyboard. No key presses will be registered
2. Drag notification bar down and return it up, key presses are registered
3. Close the keyboard and open again to repeat the bug
What did you expect to happen?
The key presses are registered
What actually happened?
The key presses are not registered

Every time

I attempted to provide a screen recording but the recording overlay was preventing the issue from occurring. I believe it is specifically an issue around the overlay interaction.
