For a component like a switch, which is also independently clickable (`toggleable`), if you click on the switch while it is mid-animation you want to toggle back to the other state, instead of that press 'catching' the drag mid animation.

If we expose startDragImmediately, then for components like switch we can just set this to be false, as you don't want to be able to catch the thumb while it is in progress

It's possible that this is related to b/215768437 as well - the symptoms seem somewhat similar to what could happen if the second press causes the state to settle instead of triggering the `toggleable`, worth investigating further
