As observed, when issue happens I don't get notifications as well. After restarting, my notification work normally as intended.

Note: I left the Beta because of this issue and instead of going back to android 13, it wiped the phone and remained on 14.... BUT.... This issue disappeared along with the alarm not showing up. Might be something that transfers from Android 13 since with a clean wipe, everything seems mostly fine.

What steps would let us observe this issue?
1. Expand the notification panel to show quick settings tiles
2. Toggle any quick setting by tapping on it e.g., turn on the Torch by tapping on the tile.
What did you expect to happen?
Intended action should be completed without any issue. Notifications should show in the notifications shade.
What actually happened?
Nothing happens. Notification sound is played but notification doesn't show up.

Restarting the device fixes the issue until it reoccurs. I am unable to capture a screen recording since notification to start screen capture doesn't appear in the notification shade and none of the quick settings tiles work.
