Screen record of the issue, for clarity Please capture screen record or video of the issue using following steps: adb shell screenrecord /sdcard/video.mp4 Subsequently use following command to pull the recorded file: adb pull /sdcard/video.mp4

What steps would let us observe this issue?
1. Receive message
2. No notification in the and the notification drawer. I can look at the app and see notification dot and click on it and see a new message.
What did you expect to happen?
Notification to show in notifications drawer.
What actually happened?
Notification sound goes off but doesn't show drawer.

I can restart the device and it works for about a day and then it will stop again. I tried to record this issue in this app but the recording notification doesn't show either.
