This is rather a simple lint issue: The methods PendingIntentCompat#getActivity and PendingIntentCompat#getService can return null values if the flag is set to PendingIntent.FLAG_NO_CREATE whose documentation is as follows:

Flag indicating that if the described PendingIntent does not already exist, then simply return null instead of creating it. For use with getActivity, getBroadcast, and getService.

So, the @NonNull annotation for return type is simply wrong and should be @Nullable instead.
