TestRunStorage.downloadFromStorage ends up throwing an exception when a download fails with HTTP error 416 (range not satisfiable). This error is returned by Cloud Storage when attempting to download a zero-byte object.

Zero-byte logcat files are created when a test case is skipped in FTL. So the easiest way to reproduce this issue is to mark a test case as @Ignored and attempt to run the FTL managed-device test task.
