One more detail, Data Layer event calls from the watch to the phone (running Android 13) do work on if the listener is in an Activity or Fragment.

Description
[1]Error setting IAM policy for project \\"\\": googleapi: Error 400: The size of the policy is too large. Consider removing or merging some of the bindings or if using conditions remove any lengthy conditions.
Background:
This feature request is to increase the size limit of IAM Policy. The following limits are not generating the Error [1], and the project has so many apps and clusters, which might be resulting in a policy size that exceeds the allowed limit.
1)1500 limit: number of members in the policy
2)250 limit: number of group members within a single policy
