Tested the issue on reported chrome version #87.0.4280.00 using Mac 10.13.6 as per the steps in https://crbug.com/chromium/1159587#c0
Steps:

1. Launched chrome and opened devtools
2. Observed that able to add position and top rules.

Description
Unfortunately, in Android devices, the font used for reading and writing the Urdu language is some Naskh-type Font. The huge Urdu community of hundreds of millions is not familiar with reading and writing Urdu in an Arabic-type Naskh font. They feel it is very difficult to read and write in the default Naskh font provided on all Android devices.
It's the aesthetic beauty of Nastaaleeq font that makes reading and writing Urdu an unmatched joy. Here's a comparison.
Hundreds of millions of Urdu users use Android devices. By providing a Nastaaleeq font in Android devices by default, this huge number of Android users will be grateful to Google Inc. Moreover, it will be commercially a lot more beneficial for Google too, to provide Google Ads and reach the huge targeted Urdu community for commercial gains in Urdu language written in a font already familiar to them.
So, we request Google Inc. to start providing a beautiful Nastaaleeq font for Urdu by default in all its Android versions as soon as possible.
