This is actually already happening since startup-prof.txt is placed in baseline profiles source set folder. Text files placed in there are merged to generate the actual binary baseline profile, so startup-prof.txt is included

Setting
includeInStartupProfile = truegenerates startup profile rules. Currently these are not included in baseline profile but they always should.
