The setting value for "Max concurrent" or "Maximum Concurrent Dispatches" may appear as zero. This issue may occur when the queue was migrated from the Task Queue in the App Engine. It seems that the value is not actually zero but rather operates within the range of several hundred to around 1000.
It is not possible to save "Maximum Concurrent Dispatches" as 0.

If the appearance of 0 is considered a bug, we would like the bug to be fixed.
If there is some reason for this, we would like it to be documented in the official documentation.
