Lint reports a DuplicatePlatformClasses lint error when android.experimental.lint.analysisPerComponent=true and there's a testImplementation dependency on commons-logging

Repro steps:

Create an app with testImplementation 'commons-logging:commons-logging:1.1.1' dependency.
Set android.experimental.lint.analysisPerComponent=true in the gradle.properties file.
Run ./gradlew lint

Expected result:

No DuplicatePlatformClasses lint error

Actual result:

Error: commons-logging defines classes that conflict with classes now provided by Android. Solutions include finding newer versions or alternative libraries that don't have the same problem (for example, for httpclient use HttpUrlConnection or okhttp instead), or repackaging the library using something like jarjar. [DuplicatePlatformClasses]

Since there is no progression, I wanted to share our quick-fix for the issue.
