Since there is no progression, I wanted to share our quick-fix for the issue.

Description
Lint reports a DuplicatePlatformClasses lint error when
android.experimental.lint.analysisPerComponent=true
and there's atestImplementation
dependency oncommons-logging
Repro steps:
testImplementation 'commons-logging:commons-logging:1.1.1'
dependency.android.experimental.lint.analysisPerComponent=true
in thegradle.properties
file../gradlew lint
Expected result:
No
DuplicatePlatformClasses
lint errorActual result:
