DESCRIBE THE ISSUE IN DETAIL: Attempts to add an annotation to a kotlin property show the following error: This annotation is not applicable to target 'member property without backing field or delegate

See the following sample code:

class Foo {

    @IntRange(from = 0, to = 2)
    val bar: Int
        get() = 3
}

STEPS TO REPRODUCE:

1. Create a kotlin property
2. Add an annotation to the property (ex. @IntRange/@Size)

The Androidx team would like to be able to include the following annotations on kotlin properties:

@IntRange
@FloatRange
@Size
@ColorInt
@ColorLong
