Semantics no-op cleanups
Partly in response to lmr's broad code review, I did a pass of
superficial API/implementation cleanup. The main changes are:
- I changed each Boolean SemanticsProperty where false is equivalent to
not being present to take "Unit" instead. This is conceptually
clearer: it avoids questions like "can I cancel out a semantics from a
merged child by setting it to false?" Because "property = Unit" looks
weird, I also changed the style of these to "property()".
- I moved the Semantics id generator closer to where it's used, in
SemanticsModifierCore. I made it internal and an AtomicInt.
(Note that integer ids are heavily used in the Android
AccessibilityNodeInfo APIs so I can't simply remove them entirely.)
- I deleted dead code. Some examples include SemanticsHintOverrides,
a public API not connected to anything, and SemanticsPropertyKey
merge() open method which is never called. (In both cases I have
a different plan in mind for accessibility.)

If accessibility is off, looks like changing progress semantics a no op which would be a big improvement to performance.
Otherwise semantics does a remeasure / relayout, and walks the full semantics tree. This would likely have no immediate benefit if accessibility is turned on.

Would this suggestion also avoid recomposing, which seems like it would still be a problem even if it's a no-op in the guts of semantic node code.

Indeed we could change the progressSemantics
API to be lambda-based like ScrollAxisRange, but I'm reluctant to add to our API for this. A number of properties are likely getting updated at high frequency by some application or other. Each one will add API clutter and add to the number of decisions developers have to make to optimize performance.
The semantics block is already a lambda, so we have been talking about being able to make it run separately from composition when one of its inputs changes, much like layout. Ralston is already starting to work on a performance-oriented rearchitecture to semantics and we can discuss how this might fit into that plan.

The semantics block is already executed outside of composition. That change was made and landed in 1.5.
We honestly don't have to create a new API for this. Modifier.progressSemantics is just a convenience API around the already public progressBarRangeInfo API. Material3 could easily just use a plain Modifier.semantics call with the value resolved inside the lambda and this semantics property set and it would avoid composition and fix this issue.

Improve progress indicator perf
- Use lambda for progress to defer all work to draw phase
instead of recomposing
- Pre-allocate IncreaseSemanticsBounds modifier instead
of recreating it.
Fixes:
Test: ProgressIndicatorTest and ProgressIndicatorBenchmark.
Local device shows improvements of 80% for `changeProgress`.
Relnote: "Added new overloads of `LinearProgressIndicator` and
`CircularProgressIndicator` that take `progress` as a lambda.
These should be more performant than the previous versions."

Description
When there are animated updates to progress for UIs like "Instagram Stories" or "Google Photos" which are frequent this becomes a problem.
Ideally, these APIs should have a parameter for `progressProvider: () -> Float` instead of just `progress: Float`.
This actively impacts some card types on Play's Apps and Games Home pages.
