What you expected to happen: When following the steps to configure Dataproc hub, user should be successfully be able to spin up the Jupyter hub using Dataproc 2.1 image versions. However the Dataproc cluster creation will fail and user will see below error

Spawn failed: There was an error when starting the cluster.

Other information (workarounds you have tried, documentation consulted, etc): Creating Dataproc hub instance and corresponding Jupyter notebook works for 2.0.x Dataproc images.
