Issue summary:

Customers created the labels for this Cloud Function  “function” with key name as “key” and value as “function”.
When a customer checks these labels in the Cloud Billing section, this particular label “function” is not  listed or not visible  in the billing label while this is only visible in the “group by” filter while other labels are visible for him.
Customer wants to make that label for the Cloud Function “function” listed in the billing. So that he can check the billing details of that particular Cloud Function.

Steps to reproduce:
Create a label for Cloud Function and check that the label is visible in the Cloud Billing page.

Action Needed:
What is the root cause behind this issue?
Please help the customer with a workaround.
