Add lint check for unsafe livedata observe in Fragments
A Fragment's lifecycle can last longer than its view resulting in
LiveData objects being observed longer than intended. This change
introduces a lint check to warn developers that they should use the
getViewLifecyclOwner() method as the LifecycleOwner when observing
LiveData objects.
Test: new FragmentLiveDataObserveDetectorTest

It seems the FragmentLiveDataObserve lint check is missing cases for, when one uses the observe extension function and not the observe function found on the LiveData class.

Description
We posted a bug (
Steps:
1. Connect Bluetooth headset to your phone.
2. Connect the wired headset to your phone.
3. Go to Duo and start a voice call.
4. Try to route audio to Bluetooth headset after the call is connected.
Actual Behavior:
Always fail to route audio to Bluetooth headset. We call AudioManager#getAvailableCommunicationDevices() in our code and it returns all devices without a bluetooth.
Expected Behaviour:
The audio can be routed to Bluetooth headset.
