Studio/AGP will start installing baseline profiles by default for all installs, with an opt-out that can be used to avoid install-time costs, or if errors occur.

Once the blocking bug is closed, we should document this difference in behavior, since now devs will see more accurate release (that is - non-debuggable) performance when installing from Studio or AGP, when using a new version of AGP.
