val emptyApi = MutableStateFlow(PagingData.empty<String>()).collectAsLazyPagingItems()
val emptyList = MutableStateFlow(PagingData.from(emptyList<String>())).collectAsLazyPagingItems()
assertThat(emptyApi.loadState.refresh).isInstanceOf(LoadState.Loading::class.java)
assertThat(emptyList.loadState.refresh).isNotInstanceOf(LoadState.Loading::class.java)

That last line shouldn't pass. Both empty the API call and from(emptyList()) should be marked as not loading. Ian mentioned the difference was in the cachedPageEvent that's in the from method, but not the empty one.

For what it's worth, I would consider this a breaking API change. In places where people were relying on empty to be an initial loading state to show a progress indicator, it won't if this bug is fixed.

As an alternative, maybe expose a PagingData.loading() which does what empty does now.

Semantics no-op cleanups

Partly in response to lmr's broad code review, I did a pass of
superficial API/implementation cleanup. The main changes are:

- I changed each Boolean SemanticsProperty where false is equivalent to
not being present to take "Unit" instead. This is conceptually
clearer: it avoids questions like "can I cancel out a semantics from a
merged child by setting it to false?" Because "property = Unit" looks
weird, I also changed the style of these to "property()".

- I moved the Semantics id generator closer to where it's used, in
SemanticsModifierCore. I made it internal and an AtomicInt.
(Note that integer ids are heavily used in the Android
AccessibilityNodeInfo APIs so I can't simply remove them entirely.)

- I deleted dead code. Some examples include SemanticsHintOverrides,
a public API not connected to anything, and SemanticsPropertyKey
merge() open method which is never called. (In both cases I have
a different plan in mind for accessibility.)

This issue is still present in both 3.3.0-alpha03 and 3.3.0-alpha04. I tried this:

val test = flowOf(PagingData.empty<String>()).collectAsLazyPagingItems()
Timber.d("Findme: is test refreshing ${test.isRefreshing}")

Output:
Findme: is test refreshing true

In theory LazyPagingItems would immediately return NotLoading only if it is loading from cached data. Otherwise, if it is loading from fresh data (even if the list of data is empty), it defaults to Loading.

In a real world, you would cache data with pager.flow.cachedIn(scope). In your example, you would have to "fake" cached data if you want to simulate loading from cached data.

You can do that by creating a SharedFlow (because internally, Paging cache is implemented with SharedFlow). So for example:

 val test = MutableStateFlow(PagingData.empty<String>()).collectAsLazyPagingItems()

You will notice that comment#1 uses MutableStateFlow as well.
