Description
Problem you have encountered:
When trying to create a Tag, there is no option to create it at folder level.
What you expected to happen:
Tags being supported to be created at folder level.
Steps to reproduce:
Open the Tags page in the Google Cloud console.
From the Scope picker at the top of the page, select the organization or project under which you want to create a tag key.
Other information (workarounds you have tried, documentation consulted, etc):
As documented in [1] when creating a Tag, the “RESOURCE_ID” parameter is the ID of the parent organization or project resource but not the folder.
