Description
Please provide as much information as possible. At least, this should include a description of your issue and steps to reproduce the problem. If possible please provide a summary of what steps or workarounds you have already tried, and any docs or articles you found (un)helpful.
Problem you have encountered:
I noticed an error being marked as "ACKNOWLEDGED" even though it was the first time I have seen the error (as the only user with access to this project). Furthermore, no alert was sent via Slack and webhook channels. Lastly, this error isn't shown on the default view of Error Reporting (when All Resources is selected) and I had to filter for the specific Cloud Run Revision Service in order to view it.
What you expected to happen:
Firstly, alerts should have been sent via the channels configured.
Secondly, the error should be shown in the default view (like any other error), tagged as Open.
Steps to reproduce:

This happened for a new Cloud Run service that was deployed a few days ago.
