Steps to Reproduce or Code Sample to Reproduce:

1. Create a androidx.compose.material3.BottomSheetScaffold component.
2. Add a scrollable component inside `sheetContent slot (LazyColumn, Column with verticalScroll).
3. Set a peekHeight < the height of this scrollable component, so it actually can scroll.
4. Set sheetSwipeEnabled = false to prevent the dragging behavior.
5. Now try to scroll the peeking scrollable component. The bottom sheet will be moved instead, although sheetSwipeEnabled should prevent this.
