I have observed that the Web push notification doesn't open chrome when Chrome is killed. This is observed in Android 13 devices only
Case 1 - Push notification click on notification when chrome is killed - works in some Android 13 devices
Case 2 - Push the notification action button click when chrome is killed - Doesn't work
Case 3 - Push notification click when chrome is active - Works

Tested on following devices:
Not working in kill state (Android 13)- Samsung S23 ultra, Samsung S20 fe,Moto, Oppo A78 -> No Battery saving mode on
Working in all three state- Poco m2 Pro (Android 12), Realme (Android 11), Samsung S21 (Android 11), Samsung S22 (Android 12)

Yes, the issue was reported by one of our clients. On further investigation from my end on various devices I came to know that the issue is mostly faced with Android 13 devices. Let me know if any details are needed.
