Enforce users when creating on one of the 28 services supported labels as an organization policy constraint, without these labels users should not be able to create the service and should throw an error.

Goal:

Keeping track of all assets being created in the cloud platform. Ensure that all resources in GCP are labeled with details such as cost-center, owner, prod vs. dev, etc. Quickly identify resources based on labels that describe a resources function within the organization.

Needed functionality:

A method to define a rule that describes what labels are required for different kinds of resources. A system that enforces the required set of labels at resource creation time. A system that finds resources that identify resources with missing required labels. A mechanism to notify individuals with sufficient the resources that resources are missing labels and instruct them on how to add the missing labels. A system that allows a user to easily add labels to a large number of resources that may be missing required labels.
