What you would like to accomplish: As of now, App Engine is not available in europ-west4 region (https://cloud.google.com/about/locations#europe). Due to this any recurring execution submitted for Google managed notebook is failing with error (screenshot attached below) as App Engine is one of the dependency of the notebooks scheduler.

Feature requested: App Engine availability in europe-west4 region

How this might work: This will enable users to submit the recurring execution in europe-west4 region too for Google Managed notebooks. As of now Google Managed notebooks are available in this region but App Engine is not.

Other information (workarounds you have tried, documentation consulted, etc): For reproducing the issue, simply create a Google managed notebook in europe-west4, submit anything .ipynb file to scheduler (e.g. print (1)) for a recurring execution, and it would fail with the same error.
