The R8 build does include these files in our jar and they are not used/needed. I'll amend our build to avoid including them and merge it to the release branches.

Allow creating a webhook for a personal google account chat space, without a need of creating a workspace.
Impact
As a dev, who wants to learn and experiment with Google API, not being able to create a webhook for personal chat space limits my ability to learn.
The impact for Google would be minimal, average Joe would not create webhooks, only devs would do that. There could be a limit of how many webhooks can be created for personal webspaces, to further minimize impact on revenue.
