Since there is no progression, I wanted to share our quick-fix for the issue.
#sdkmanager --package_file=${PATH_WORKSPACE}/packages

Description
Android Studio / Lint doesn't tell you when "platform" dependencies are out of date. For example:
It will only tell you for "regular" dependencies and only if they are an Android dependency, not a 3rd-party (generally).
