How is billing location defined for Recommendations AI / Retail API? There is no explanation in the documentation.

Can this location be specified, eg. I want it to only be in the EU?

Is it dependent on our resources, eg if something is billed in Asia, does it mean we have some of our datasets, notebooks etc allocated there, or is it always global and cannot be changed?
