GCP has supported nested virtualization on Intel CPU types: N1, N2, C2, C3.

Other cloud providers have added support for nested virtualization on newer AMD CPU models. Newer AMD CPU models since 1st/2nd gen Epyc CPUs perform very well with KVM. Add support for nested virtualization with AMD CPUs on GCP's KVM virtualization stack.

Primarily for the C3D type as that appears to be the balanced machine type moving forward.

This will increase use cases for virtualization, security, and performance and provide more choice and flexibility to Google Cloud customers when balancing the capability and availability of newer instance types such as C3 and C3D.
