The `RelNote` for aosp/2590036 states that `LifecycleStartEffect` and `LifecycleResumeEffect` must be called with at least one `key`. However, the `varargs` version is still accessible and using it does not raise warnings.

We can solve it by following the approach from `DisposableEffect` and `LaunchedEffect`, and including a function without the keys parameters with a deprecated with error:
