I have forwarded your request to our engineering team. I cannot provide an E.T.A. or guarantee that this feature will be deployed. Rest assured that your feedback is always seriously taken. Any future updates will be posted on this thread.

Is there any progress with that feature request?

I'm also very interested in having this extension in cloudsql for postgres since it's blocking the emigration of one of ours databases

+1 to voting for the ip4r extension. Currently not supported in Cloud SQL and we make use of it.
Description
You are unable to create an external replication from an HA enabled Cloud SQL instance. There is no outgoing IP address provided. This works as expected when running in single-zone mode, but as soon as you switch to HA mode the connection drops.
What you expected to happen:
An outgoing IP should be available when running both single-zone and HA mode Cloud SQL instances.
Steps to reproduce:
Create a Cloud SQL MySQL instance with a public IP.
Note the outgoing IP address that is given.
Enable HA mode.
Note that the public IP is no longer listed.
You can also show that this is more than a UI issue by trying to setup an external replication server when in single zone mode. This works correctly. Switch to HA mode and the replication will stop.
