nextPageToken randomly disappear depending on the query.
It's only returned if there is another page.
Also the starts with operator doesn't work on orgDepartment :
Can you open another bug for this.

Description
It would be nice to have an API to get an Email forwarding list on Google Workspace per each domain, which has been added through the: Apps > Google Workspace > Settings for Gmail > Routing > Email forwarding using recipient address map. CRUD API would be even better.
