Description
Currently, if a customer tries to access a non VPC SC supported service through Restricted VIP, they get the error below[1].
That leads customers to chase around for what permissions they might be missing, while in fact the issue has nothing to do with permissions. It's rather trying to access an unsupported service through restricted VIP.

What you would like to accomplish:
Error response message change in order for the customer to understand where the issue actually is.
If applicable, reasons why alternative solutions are not sufficient:
Current error message is misleading.
