Issue : The cleanup policy feature and the immutable tags feature won’t work simultaneously and cannot be done on a per tag basis. Also, if we implement cleanup policy and tags, it would work fine but the cleanup policy will not clean up anything that is tagged.

Requirement : If the customer can save immutability only for the specific tags they want to save in an Artifact Registry. The "Immutable Tags" feature applies to the entire repository, meaning once enabled, they cannot overwrite existing tags or delete images associated with those tags and while individual tag immutability isn't available. Also if the cleanup policy and immutability for tags can work simultaneously, right now they don’t work in parallel. If the Immutable Tag feature is enabled then the cleanup policy couldn't delete images, as soon as it disables it, the cleanup policy starts working.
