Problem you have encountered:

When the error name contains a single quote (') the internal stackdriver notification channel crashes when constructing the Slack API request with the following summary:

"summary": "An internal error occurred while constructing the request to the Slack API."

Which in turn leads to not being notified about the new error.

What you expected to happen:

I would expect the request constructor to be able to handle single quotes (').

Steps to reproduce:

1. Create a slack notification channel
2. Configure error reporting notifications to channel from 1.
3. Construct error with single quotes (') in name.
4. Observe the crash in the logs explorer (filter on "type": "stackdriver_notification_channel" e.g.)

Other information (workarounds you have tried, documentation consulted, etc):

• Can confirm that email notifications are able to handle the single quotes (').
• Can confirm that the Slack API is able to handle the single quotes (').
• Can confirm that replacing the single quotes resolves the problem.

For copy-paste reasons we would also not like the single quotes (') to be replaced with e.g. double quotes (") or any other character. I.e., I want to be able to receive a slack notification and copy the content and directly use it to search through documentation/source code/...
