Emulator 35.1.4 on windows will not launch `netsimd.exe` properly.

When launched from command line, it will report that 2 DLLs are missing:

* android-emu-base-logging.dll

* glib2_windows_mvs-x86_64.dll

a fix is ongoing in 35.1.5
