Since there is no progression, I wanted to share our quick-fix for the issue.

Still broken and not updated? --package_file argument is not usable in it's current form on 26.1.1 straight from the developer site.

Similar to Issue 333565234 .
Even after the fix for that issue, there can be errors when running lint on a multi-module project in which lint with K2 UAST has been enabled for some modules but not others.
Errors often take the following form:
