What you would like to accomplish:

I would like to be able to deploy a VM using Machine Images hosted in another project on Deployment Manager

How this might work:

When preparing the yaml file configuration. A valid url for the properties key-value pair sourceMachineImage would be projects/project/global/machineImages/machineImage

If applicable, reasons why alternative solutions are not sufficient:

Customers may need to adhere to this way of deploying resources due to business needs. So being able to use Deployment Manager for this end is a must.

The Compute Engine API does allow this feature, so this set expectations for Deployment Manager to be able to create this type of deployments too:
