Issue Summary: Cx is seeing below error when trying to define own node pool with their service account.

Observed error message: 'Error: Error creating Dataproc cluster: googleapi: Error 400: NodePool ''dataproc-cv-driver'' was not created by Dataproc. It cannot be used., badRequest'

Cx is using terraform module and wants to specify an SA for dataproc virutal cluster (gke) https://registry.terraform.io/providers/hashicorp/google/latest/docs/resources/dataproc_cluster.html

Cx's usecase: Cx needs a custom SA because they need to have access to an Artifact Registry, which is not accessible to the default SA. Cx defines all their GKE node pools with a special SA that has access to that Registry, so they will need to have the node pool with that SA as well.
