- Could you please confirm if you can go to fastboot mode by pressing the
power button + Volume Down
button for 3 sec. - If yes, flash the device using the
tool.recovery
After successfully reboot you can use the settings to toggle on OEM unlocking
How to Enable Developer options?

Build Number
seven times. -
Scroll to find the OEM unlocking

1) Which Beta/Build you were having on your device before updating
2) What Beta/Build you were updating to
3) The mode of update for the device, Did you side load the image or Did you receive the OTA.

I updated to version oriole_beta-ota-ap31.240517.031-0d3f54f2 without any
problem
I received the update when I signed up for Google's beta program, via OTA,
after factory resetting while in the beta version, the phone was left in an
infinite loop (the screen when the device is turning on)

Press vol down+power to boot the device to fastboot mode, then press vol down x 3 times and power button 1 time to enter the rescue mode. (If the screen shows that "Your device is corrupt", press the power button one more time to proceed). After a while, the device will enter the rescue mode screen. (

Wait until the process is complete. After this step, the bootloader still notifies that the device is corrupted, but it can boot the device up/enter the android home screen. (

- Boot the device back to fastboot mode and run the following commands:
$ fastboot snapshot-update cancel
$ fastboot -w
$ fastboot reboot
5.The "Your device is corrupt" notice will be gone and the device can boot up normally.
Description
Try flashing some official system image, but don't proceed as I never unlocked the bootloader and didn't access developer, so don't enable any OEM unlocking or USB debugging option.
It always throws the following error when trying to flash: FAILED (remote: (flash:) command is not allowed when locked)
