Description
In my organization we manage a large number of small instances, most of which are < 1 node. Each service owner gets their own instance to work with, and it does not make sense to provision whole nodes. These service workloads can grow over time and have can have spikes in activity. A few have permanently grown beyond 1 node in size, and some may need to scale from < 1 node to > 1 node in response to increased demand.
We would like to unconditionally be able to use the managed autoscaler to scale the entire service fleet regardless of their starting size. The current limitation requires us to build our own autoscaling solution, since it is infeasible to maintain a custom solution for small instances the managed autoscaler for lager ones.
