@r22, I think Jeff is referring to the ability to split popular times by day of week in the information released by the API, not the currently existing web GUI.
Maybe the info appears as a nested object? e.g. "popular times" > "day of week" > "hour of day" > traffic count

I just thought I'd comment on: "Supporting 1. in Static Maps API is probably the more useful FR to focus on here."
I have an app (on three platforms - using JavaScript API, Android & iOS SDKs) where users mark up features over the aerial photo images. These work for a while, but then don't line up any more when the images update. So it would be great if I could fix the images at the time that the user first saw them. I use high-resolution images (zoom level 20), so I haven't found any other sources (like Landsat) which could work as an alternative.
So for me it would be great to have option #1 for the JavaScript API, Android & iOS SDKs.

We only know that's it's been added as an enhancement request. As Brett said above (https://code.google.com/p/gmaps-api-issues/issues/detail?id=8581#c55 ), this is no guarantee it will be implemented, and they don't discuss product road maps externally. :(
