For many people in Russia have an easy way to access these payment systems on
terminals in shops, streets and etc.
Also, some accounts in these systems are tied with bank accounts.
For example all my electronic payments - Yandex.Money.

Would be cool also to (somehow) extend payment support for currently foreign exchange controlled countries like mine (Venezuela) although i know it isn't a very high priority, every google product could benefit from enabling this, like AdWords and AdMob :-)

My old bank debit card expired, and I was issued a new business debit card... the new card is coming up as "prepaid debit", and the cloud console for app engine is rejecting the card.   As far as I know, all debit cards are "prepaid", as they "debit" from a "prepaid" balance.   Other google services like G Suite accept the card with no problems, but App Engine rejects it.

I'm guessing this is all due to people using App Engine to mine crypto-currency, and someone getting out of the bill by draining the prepaid balance.   This is all fixed by having a prepaid balance directly on google... again, i'm guessing google doesn't want to do this because it makes them act like a bank... but paypal does this and somehow convinces the government they aren't a bank, and like someone else said, Ad-Words allows a prepaid balance, so google is already doing this.

I've been going back and forth with google support and my bank for 2 weeks trying to clear this up, and they are both pointing fingers at each other.   It is ridiculous that I have to fight and waste my time to pay someone else money that I have and am offering.

Any updates on this? I too cannot pay using my debit card as it's apparently treated as prepaid.

No negotiations with terrorists. Because this is legitimization and support of terrorism. It's not only a putin killing Ukrianians, it's just an order, allow, but average russian people in Ukraine kill civilians. Other russian taxes also support the death in Ukraine.
