Please add a usable i18n to AppEngine.

Currently, it's somewhat possible to use i18n from Django, but gives
'DJANGO_SETTINGS_MODULE' error randomly in dev and production (see

http://code.google.com/p/googleappengine/issues/detail?id=980 -- wontfix).

We need a reliable way to localize applications and templates without
relying on Django.
