(Note for Java developers: app.yaml is the file in a Python App Engine app
that specifies which scripts handle different URLs, and which URLs are
routed to static handlers).

I need a different robots.txt file for the HTTPS version of my app.
Currently the only way to achieve that is to always serve robots.txt
dynamically with a script. I'd like to be able to specify different
handlers for http://app-id.appspot.com/robots.txt and
https://app-id.appspot.com/robots.txt in my app.yaml.

Other use cases include any possible differences in the URL structure of
the HTTP and HTTPS versions of the app. For example, I'd like to have a
directory handled by a static handler when accessed over HTTPS, but to
respond with a 404 via a script when the same URL is accessed over plain
HTTP. (The motivation is provided in issue 960.)

This request extends that in issue 444. Issue 444 was limited to better
routing of requests based on the hostname, and this request adds the scheme.
