Technically this could be worked around, by detecting that DNS IP is in the local netmask but not the default gw, and falling back to 8.8.8.8/8.8.4.4 (or 1.1.1.1) for these dns cases. This is a temporary way, just to make things work in most cases.

I still have this problem.

Build number: OxygenOS 11.0.11.11.IN21BA
I don't have vowifi on networks that have a DNS resolver that is on the same subnet but is not the gateway.
When I do a network scan, I get the same behaviour...

It reminds me of https://issuetracker.google.com/issues/176979872#comment4 where Ian resolved what looks to me like a similar message - maybe he knows more about how to figure this out
