Expected behavior: Deploying successfully with GAE SDK.

Actual behavior: Authorization failure during a deploy attempt. Log says that i have entered wrong email or password. Actually I recieve an email from Google about an unauthorized login attempt from an unsecure app. The problem resolves after going to

https://myaccount.google.com/ and allowing "Access for less secure apps". So SDK is considered a less secure app.

To reproduce: You need to go

https://myaccount.google.com/ and restrict the "Access for less secure apps" and try to deploy any app from your GAE SDK.

* version: 1.9.15
* language: english
* operating system: Windows 7

In this case it is not app specific, The 400 error is due to quota of the application versions being over the limit which is 10 (but for this specific project it has been increased to 60). So any project with more than 10 versions will experience this.
