The getCurrentInstanceId() method of class com.google.appengine.api.modules.ModulesService fails with "Instance id unavailable" when the application is running on the development server.

The development server should be enhanced to return some dummy value from this method, or the documentation for this method should be updated to indicate it is only supported in production.

I'm using SDK for Java 1.9.17, Mac OSX.
