It would be useful while testing with the development server for the following headers to either be filled automatically, or alternatively, configured manually for each request to the development server:

* X-AppEngine-Country
* X-AppEngine-Region
* X-AppEngine-City
* X-AppEngine-CityLatLon

Currently, if I am to utilize those headers, I must fully deploy my application to test the results since the development server does not fill those fields.

This would aid greatly in testing applications that rely on those headers to provide a tailored experience based on locations.
