We are encountering a bug with mismatching GCP API responses vs precondition checks done internally in gcloud commands. We have tried disabling this service in one of our projects, which doesn't have any usage of dataflow and the GCP web console is in line with it (doesn't show any usage in last 30 days). The disabling gcloud command below failed with the following error:

$ gcloud services disable --project=tlabs-finops-test  --log-http dataflow.googleapis.com

This is the error message:
