Problem you have encountered: need to automate Error reporting notification channels using terraform or gcloud/SDK

What you expected to happen: to have this functionality available in terraform, gcloud/SDK

Other information (workarounds you have tried, documentation consulted, etc):

The current available option is using the Console UI -
